Evaluation and Processing of Petitions

Provincial councils exercise the legislative power of local autonomy to enact and amend ordinances, the autonomous administrative power to deliberate and settle budget bills and monitor administrative activities of the executive body by carrying out audits and inspections. Also, the councils process petitions submitted by the citizens as well as other matters under their jurisdiction in pursuant to the laws and ordinances.

Petitions

A petition is a written documents a citizen can send, with the introduction of a council member, stating his or her demands for certain actions to be taken by the government body. Petitions can include demands for remedies, demands for corrective actions, punishment or disciplinary actions against unlawful public officials, demands for enactment, amendment or abolition of laws, rules and regulations and other matters related to public systems and facility operations. Petitions that include content or information that interfere with trials or violate the laws are not be accepted nor processed.

Petition Process

  • Petition Submission
    • Petition must include a letter of introduction from a council member and the reason for submitting a petition (name, address and signature of the petitioner)
  • Receipt and Evaluation by Standing Committees
  • Deliberation and Resolution by the General Meeting
  • Transferred to the Governor
    • With the letter of opinion attached
  • Petition processing results are reported to the Council
  • The results are reported to the petitioner
